چکیده

سازماندهی سیاسی فضا در هر کشوری در قالب  نظام تقسیمات کشوری به اجرا درمی‌آید. پژوهش حاضر باهدف آسیب شناسی نظام تقسیمات کشوری در سطح محلی در شهرستان ارومیه انجام‌شده است. این پژوهش به لحاظ هدف کاربردی و ازنظر روش، کیفی است. گردآوری اطلاعات با مصاحبه عمیق و کانون‎های متمرکز صورت گرفته و تجزیه‌وتحلیل اطلاعات با تحلیل گفتمان انجام‌شده است. نتایج تحقیق نشان داد که نخست ایدئولوژی حاکم بر نظام تقسیمات کشوری در سطح محلی، نظام سیاسی متمرکز است که منجر به شکل گیری یک نظام کارآمد در پایین ‎ترین لایه های تقسیمات کشوری نشده است، ثانیاً تداخل مأموریتی ـ قلمرویی، ضعف وحدت ساختاری ـ کارکردی، ضعف نظام تأمین در نیازهای روستاها، حاشیه ای شدن روستا در ساختار نظام تقسیمات کشوری، فقدان نقش ‎پذیری سطوح خرد تقسیماتی، ضعف نظام مشارکتی، ناکارآمدی قوانین و آیین‌نامه‌ها، مدیریت ناکارا، ضعف توزیع منابع مالی ـ اعتباری و فرمانروایی از بالا به پایین، نظام تقسیمات کشوری در سطح محلی را دچار آسیب کرده و سبب افول جایگاه روستا در این نظام شده است. درنهایت «نوع ایدئولوژی حاکم بر نظام تقسیمات کشوری»، تناقض میان «ساختار فضایی سیاسی کشور» و «نارسا بودن الگوی تقسیمات کشوری در پایین‌ترین لایه‌های آن (دهستان و روستا)» به‌عنوان بلاتکلیفی ایدئولوژیک این گفتمان مشخص شد.
