چکیده

خودکفایی در محصولات اساسی همواره یکی از اهداف اصلی نظام جمهوری اسلامی ایران بوده است که از ابتدای انقلاب اسلامی در قوانین و اسناد بالادستی ایران انعکاس یافته است. هدف از این پژوهش، واکاوی سیاست خودکفایی و تأثیر آن بر منابع زیستی و امنیت آبی ایران است. به طور کلی، راهبرد خودکفایی با هدف مقاوم سازی اقتصاد و کاهش آسیب پذیری ایران در برابر تهدیدات خارجی تصمیم سازی و سیاستگذاری شده است. در این راستا، سیاست امنیت غذایی، کشاورزی محور اشتغال­زایی و توسعه، خوداتکایی و اقتصاد مقاومتی هم پوشانی زیادی با راهبرد خودکفایی داشته است. سوال اصلی پژوهش این است که سیاست خودکفایی چه تأثیری بر امنیت آبی ایران داشته است. صورت­بندی فرضیه پژوهش بیان می­کند که سیاست و راهبرد خودکفایی زمینه ساز تهدید امنیت آبی ایران شده است و ادامه این سیاست موجب تشدید خطرات محیط زیستی شده و می­تواند امنیت ملی ایران را تهدید کند. این پژوهش به روش توصیفی و تحلیلی انجام شده و داده های مورد نیاز تحقیق از اسناد و قوانین بالادستی ایران و به ویژه شش برنامه پنج سال توسعه جمهوری اسلامی ایران اخذ شده است. نتایج پژوهش نشان می­دهد که سیاست خودکفایی نه تنها به اهداف خود دست نیافته است بلکه زمینه­ساز تهدید امنیت آبی ایران شده است که ادامه این روند می­تواند امنیت ملی ایران را نیز تهدید کند.
