چکیده
حکمرانی چندسطحی مفهومی ذاتا پویا است و به نقض مفروضات ثابت درباره ویژگیهای اساسی تصمیمگیریهای مقتدرانه دولتها اشاره دارد. ارجاع به حکمرانی چند سطحی، نیروی قدرتمندی در ارزیابی عملکرد دولت در روابط بینالملل است که حکمرانی چندسطحی میتواند از طریق مکانیزمهایی به بینالمللی شدن شهرها کمک نماید. این جریان زمینه ساز توسعه دیپلماسیشهری میگردد. لذا تبیین مکانیزمهای منتج از حکمرانی چندسطحی که منجر به توسعه دیپلماسیشهری میشوند، هدف این تحقیق میباشد. روش تحقیق کیفی است و دادهها از طریق منابع ثانویه گردآوری شدند. برای جمع آوری مقالات خارجی پایگاه Web of Science استفاد شد و مقالات بر مبنای جستجوی 4 کلیدواژه و 5 معیار، انتخاب شدند. پس از حذف موارد تکراری، 41 مقاله خارجی باقی ماند. جستجوی مقالات داخلی بر اساس 2 کلیدواژه و در میان 2 گروه تخصصی، در پایگاه SID انجام شد و 2 مقاله انتخاب شدند. در مجموع 43 مقاله بهطورکامل مطالعه و به روش تحلیل محتوا، تحلیل گردیدند. نتایج نشان داد که 21 مکانیزم منتج از حکمرانی چندسطحی شناسایی شدند کهاین مکانیزمها منجر به توسعه دیپلماسیشهری میشوند از جمله ترویج تصمیمگیری مشارکتی در سیاستگذاریها، شبکهسازی بینشهری و ظهور شبکههای فراملی، بکارگیری بازیگران اجتماعی در فرآیند اجرا و انعقاد قراردادهای همکاری فرامرزی و تفاهمنامههای خواهرخواندگی. این مکانیزمها در سه بعد سیاستگذاریهای حاکمیتی و کلان، شبکهسازی بینالمللی و حوزه اجرایی و عملیاتی تقسیمبندی شدند که به ترتیب هر کدام شامل 11، 5 و 5 مکانیزم هستند. همچنین ارتباط مکانیزمهای هر بعد با دیپلماسیشهری ارزیابی گردید.
