چکیده

حکمرانی چندسطحی مفهومی ذاتا پویا است و به نقض مفروضات ثابت درباره ویژگی‏های اساسی تصمیم‎گیری‏های مقتدرانه دولت‏ها اشاره دارد. ارجاع به حکمرانی چند سطحی، نیروی قدرتمندی در ارزیابی عملکرد دولت در روابط بین‎الملل است که حکمرانی چندسطحی می‏تواند از طریق مکانیزم‏هایی به بین‎المللی شدن شهرها کمک نماید. این جریان زمینه ساز توسعه دیپلماسی‎شهری می‏گردد. لذا تبیین مکانیزم‏های منتج از حکمرانی چندسطحی که منجر به توسعه دیپلماسی‎شهری می‏شوند، هدف این تحقیق می‏باشد. روش تحقیق کیفی است و داده‏ها از طریق منابع ثانویه گردآوری شدند. برای جمع آوری مقالات خارجی پایگاه Web of Science استفاد شد و مقالات بر مبنای جستجوی 4 کلیدواژه و 5 معیار، انتخاب شدند. پس از حذف موارد تکراری، 41 مقاله خارجی باقی ماند. جستجوی مقالات داخلی بر اساس 2 کلیدواژه و در میان 2 گروه تخصصی، در پایگاه SID انجام شد و 2 مقاله انتخاب شدند. در مجموع 43 مقاله به‎طورکامل مطالعه و به روش تحلیل محتوا، تحلیل گردیدند. نتایج نشان داد که 21 مکانیزم منتج از حکمرانی چندسطحی شناسایی شدند که‏این مکانیزم‏ها منجر به توسعه دیپلماسی‎شهری می‏شوند از جمله ترویج تصمیم‎گیری مشارکتی در سیاستگذاری‏ها، شبکه‎سازی بین‎شهری و ظهور شبکه‏های فراملی، بکارگیری بازیگران اجتماعی در فرآیند اجرا و انعقاد قراردادهای همکاری فرامرزی و تفاهم‎نامه‏های خواهرخواندگی. این مکانیزم‏ها در سه بعد سیاستگذاری‏های حاکمیتی و کلان، شبکه‎سازی بین‎المللی و حوزه اجرایی و عملیاتی تقسیم‎بندی شدند که به ترتیب هر کدام شامل 11، 5 و 5 مکانیزم هستند. همچنین ارتباط مکانیزم‏های هر بعد با دیپلماسی‎شهری ارزیابی گردید.
