چکیده

طی چند دهه اخیر، ساختار تقسیمات سیاسی در ایران با کمک به شکل­ گیری الگوی مرکز-پیرامون، باعث شده تا نواحی حاشیه ­ای کشور همراه با تشدید محرومیت و توسعه‏ نیافتگی، دچار گسیختگی فضایی، سیاسی و اجتماعی با دیگر نواحی کشور شوند. لذا، هدف از پژوهش حاضر، شناخت عمده ­ترین مشکلات تقسیمات اداری-سرزمینی در ایران معاصر در تأثیرپذیری از سیستم حکمرانی بسیط متمرکز است. به‌عبارتی‌دیگر، این پژوهش مهم‌ترین مشکلات متأثر از ساختار حکمرانی بسیط متمرکز برای تقسیمات و تشکیلات اداری-سرزمینی کشور را موردبحث قرار می­دهد؟ طبق نتایج این پژوهش، مهم‌ترین مشکلات تقسیمات و تشکیلات اداری-سرزمینی در ایران معاصر عبارت‌اند از؛ بی­ توجهی به عدالت فضایی-جغرافیایی، ضعف شکل‏ گیری توسعه ملی، رخنه عوامل غیررسمی، ضعف شکل­ گیری ساختار اداری-مدیریتی مناسب، ضعف شکل­ گیری همبستگی ملی و وحدت ساختاری و همگنی جغرافیایی، تمرکزگرایی شدید سیاسی- فضایی در مرکز و ضعف توجه به معیار­های کیفی جغرافیایی-انسانی. این پژوهش ازلحاظ هدف کاربردی است و با روش توصیفی-تحلیلی برای ارائه الگوی کارآمدی از تقسیمات و تشکیلات اداری–سرزمینی برای کشور تلاش می­ کند. طبق نتایج این پژوهش، ظاهراً «الگوی حکمرانی-سرزمینی بسیط غیرمتمرکز یا بسیط ناحیه­ ای» با شرایط طبیعی و انسانی ایران سازگاری بیشتری دارد و تا حدود زیادی می‏ تواند مشکلات سیستم تقسیمات سیاسی کنونی ایران را حل نماید.
