درآمدی بر مفهوم گفتمان ژئوپلیتیک صلح

چکیده

ژئوپلیتیک در طول تاریخ خود با مفاهیمی چون جنگ، رقابت و قدرت همراه بوده ‌است؛ در ژئوپلیتیک سنتی حکومت‌ها به دنبال قلمرو یابی؛ مدیریت سرزمین و دستیابی به قدرت بودند به‌گونه‌ای که ژئوپلیتیک سنتی بیانگر دیدگاه‌های قدرتمندان از جهان بود؛ اما تحولات صورت گرفته در عرصه‌های مختلف زمینه‌ساز شکل‌دهی به مباحث جدید در عرصه مطالعه ژئوپلیتیک گردید. اندیشه حاکم بر ساختارها و نظام بین‌المللی در زمان معاصر با ظهور و تجلی اولویت‌های مادی و معنوی جدید ازجمله: نیاز بشریت به زندگی در فضای صلح، اهمیت گام برداشتن به‌سوی توسعه و کرامت انسانی بر پیشگیری از درگیری‌های مسلحانه و کاهش خشونت‌های ناشی از جنگ تقدم یافته است. مطالعه و بررسی علمی نحوه استقرار شیوه‌های عینیت‌بخشی به چنین هدفی، امروزه از بنیان‌های اساسی مفهوم ژئوپلیتیک است. بر این اساس، مقاله حاضر درصدد تبیین فرایند ژئوپلیتیک صلح است. این پژوهش به لحاظ هدف، بنیادی و به لحاظ ماهیت و روش، از نوع تحقیقات توصیفی- تحلیلی است. یافته‌های پژوهش نشان می‌دهد شکل‌گیری هویت‌های جدید منطقه‌ای، شکل‌گیری مجموعه امنیتی منطقه‌ای، توسعه اجتماعی، ساختارها و کارکردهای نهادهای بین‌المللی، غالب ساختن گفتمان صلح و عدالت جهانی، مبارزه جهانی با تروریسم، مداخلات بشردوستانه، رعایت مناسبات حقوق بشر و حقوق بین‌الملل ، گسترش گفت‌وگوهای بین‌المللی، تشنج‌زدایی و اعتمادسازی در کشورها، مناطق و جهان، در حال افزایش است به‌گونه‌ای که در رویکردی انسان‌گرا ؛کاهش رنج‌های انسان از مهم‌ترین مزایای ژئوپلیتیک صلح در فضای جغرافیایی به شمار می‌رود.
