اقتصاد، امنیت و شهروندی در مدیریت مرز ایران و ترکمنستان

چکیده
مرزها همان اندازه که سدی برای جدایی و تعیین حد و حدود هستند، می‌توانند محلی برای کنش و تعامل مردمان و پلی برای ارتباط ساکنان دو طرف مرز باشند. در گوشه و کنار جهان بسته به تاریخ، سنت‌ها، فرهنگ مردمان و از همه مهم‌تر سیاست حکومت‏ها، گونه‏های مختلفی از مرزداری دیده می‏شود. شیوه اداره مرز ایران و ترکمنستان باوجود تاریخ نسبتاً طولانی فرازوفرودهای بسیاری داشته است. پیش از استقلال ترکمنستان این مرز از سوی شوروی مرز ایدئولوژیک تلقی می‏شد که به‌شدت محافظت و کنترل می‏شد. در ابتدای استقلال ترکمنستان باهدف برقراری تعامل دوطرفه بین ایران و ترکمنستان توافقاتی برای گذر مرزی ساکنان دو سوی مرز انجام شد که در سال‌های اخیر از سوی ترکمنستان لغو شده و در حال حاضر دوباره محدودیت‏های زیادی برای رفت‌وآمد مرزنشینان وضع‌شده است. این مقاله عوامل و زمینه‏های این فرازوفرود را بررسی کند. به این منظور ابتدا مباحث نظری در مورد مطالعات مرزی و مدیریت مرز طرح می‏شود و سپس نمونه‏هایی از واقعیت‏های مدیریت مرز در این منطقه بررسی می‏شود. فرضیه مقاله‌این است که سیاست‏های داخلی ترکمنستان بیشترین تأثیر را بر وضعیت فعلی داشته است. این مقاله از طریق مشاهده میدانی، مصاحبه با مرزبان‏ها و ساکنین مرز و نیز برخی آمار و ارقام کتابخانه‌ای جریان مرزبانی را در این مرز تحلیل می‏کند. این بررسی نشان داد که سیاست‏های انزواطلبانه ترکمنستان به همراه میراث تاریخی – تمدنی این کشور اصلی‌ترین عامل در تنگناهای اقتصادی، برقرار نشدن روابط مرزنشینان با همدیگر و امنیت مرز بوده است.
