تحلیل توافقنامه استراتژیک 25 ساله ایران و چین و چالش های اجرای آن

چکیده

برنامه همکاری ایران و چین تاکنون، پرسش‌های زیادی را برانگیخته است. در این پژوهش در چارچوب نئورئالیسم تدافعی تلاش شده است به این پرسش پاسخ داده شود، چه عواملی در انعقاد توافق‌نامه استراتژیک 25 ساله ایران و چین مؤثر بوده و چالش‌های اجرای کامل قرار داد مذکور چیست؟ در پاسخ به سؤال پژوهش، این فرضیه مطرح‌شده است که بدعهدی غرب در عمل به تعهدات خود در چارچوب برجام، فشار حداکثری امریکا، نیاز اقتصاد ایران به جذب سرمایه و فناوری و تلاش برای برخورداری از حمایت چین در مجامع بین‌المللی از یک‌سو و از سوی دیگر چین ایران را یک دارایی بالقوه در غرب آسیا می‏داند. ازاین‌رو، ایران را یک متحد بالقوه می‏داند. اما اجرای این قرارداد به دلایل مختلف با چالش‌هایی مواجه می‏شود. نتایج تحقیق حاکی از آن است که قانون توازن منطقه‌ای چین و تحریم‏های امریکا روابط با ایران را محدود می‏کند. علیرغم عوامل راهبردی در پشت شراکت چین و ایران، مشارکت رو به رشد چین در خاورمیانه طی دو دهه گذشته و روابط آن با مخالفان منطقه‌ای ایران به‌عنوان عوامل محدودکننده و چالش ساز در روابط دوجانبه عمل می‌کند.. روش پژوهش، بررسی تطبیقی و روش جمع‌آوری داده‏ها کتابخانه‏ای است. این پژوهش با بررسی سابقه همکاری ایران و چین، عوامل مؤثر بر برنامه همکاری استراتژیک25 ساله و چالش‌های اجرای آن را موردتوجه قرار داده است.
