بررسی عوامل موثر برفعالیت های تروریستی در آفریقا و نقش همگرایی منطقه ای بر امنیت و توسعه (مورد مطالعه : بوکوحرام در مرز نیجریه و کامرون)

چکیده

امنیت از مقولات بسیار مهم بشر از گذشته‏های دور بوده و درگذر زمان، اهمیت آن کاهش نیافته، بلکه هر روز فزونی یافته است. یکی از عوامل مؤثر بر امنیت، وجود گروه‌های مبارز، باندهای جنایتکار سازمان‌یافته در سراسر جهان و پیوند بین آن‌ها می‏باشد. در سال‏های اخیر، ظهور و ارتباطات پیچیده گروه‏های تروریستی در آفریقا به نگرانی فزاینده‌ای در سطوح ملی، منطقه‌ای و حتی بین‌المللی تبدیل‌شده است. در همین راستا، این گروه‌ها، غالبا ًمنازعات و بی‌ثباتی بین کشورهای هم‌مرز را بر مبنای انگیزه‏های مذهبی، سیاسی یا اقتصادی،کسب قدرت، سرزمین و کنترل مردم بی‌گناه تقویت می‏کنند. این پژوهش باهدف بررسی تأثیر گروه تروریستی بوکوحرام بر توسعه و امنیت منطقه مرزی نیجریه و کامرون در پاسخگویی به این پرسش است که عوامل مؤثر بر فعالیت‌های بی‌ثبات کننده و تهدید امنیت منطقه‌ای بوکوحرام در امتداد مرز کامرون و نیجریه در غرب آفریقا کدام‏اند؟ پژوهش حاضر که ماهیتی توصیفی-تحلیلی دارد و داده‏ها و اطلاعات موردنیاز آن به روش کتابخانه‏ای گردآوری‌شده در قالب نظریه همگرایی منطقه‏ای بر این فرضیه استوار است که بوکوحرام می‏تواند با بهره‌برداری از عواملی مانند حاشیه‌نشینی، فقر، فساد، بی‌عدالتی، ناکامی دولت فدرال و مرزهای نفوذپذیر در راستای اعمال کنترل و قدرت بر منطقه، رویکردی افراطی از اسلام را در بخش‌هایی از کامرون و نیجریه تحمیل کند. نتایج پژوهش نشان داد بهره‌مندی از استراتژی همکاری و انعقاد پیمان‏های دفاعی بین کشورهای مرزی ضمن تقویت امنیت منطقه‏ای و پشتیبانی پایه‏های اقتصادی شکننده می‏تواند در جهت بازدارندگی و کاهش هجوم تروریست‏های آینده مؤثر باشد؛ به‌گونه‌ای که دولت‌های دارای ایالات مرزی باید در معاهدات همکاری استراتژیک متعهد شوند و ترتیبات امنیتی طولانی‌مدت مرزی برای مهار برنامه‌های توسعه‌طلبانه گروه‏هایی مانند بوکوحرام را ایجاد کنند.
