Abstract

One of the emerging geopolitical spaces is the cyber order, which, through time compression (the reduction of temporal and spatial distances due to advancements in digital technology), has brought about profound transformations in power dynamics. This phenomenon is considered a fundamental characteristic of the cyber era, exerting diverse impacts on various forms of power (hard, soft, and smart) and leading to a redefinition of power.
This study adopts a qualitative methodology with conceptual analysis. The theoretical framework is structured based on the concepts of hard power, soft power, smart power, and perspectives related to the compression of time and space. Findings were gathered from the study of books, documents, internet sources, and technology reports, and were evaluated using thematic analysis. Indicators such as Technological Lag Index (TLI),Response Speed Index (RSI),and Depth of Reach Index (DRI) were defined to measure the effects of time compression. The research demonstrates that time compression enhances hard power by increasing the precision and speed of operations, strengthens soft power through the rapid dissemination of narratives, and bolsters smart power by enabling real-time coordination of tools. These transformations have turned power into a dynamic and time-centric construct, intensifying geopolitical competition, though reliance on technology has introduced vulnerabilities. The findings of this study underscore the necessity of reevaluating and updating the application of various forms of power within the cyber order. The research revealed that time compression is a critical variable in the modern application of power, which must be considered alongside material and immaterial resources.
