مدل‌سازی سنجش وضعیت امنیتی - دفاعی در آمایش سرزمین (مطالعه موردی: استان هرمزگان و شهرستان‌های چابهار و کنارک)

چکیده

از مهم‌ترین و درعین‌حال حیاتی‌ترین نیاز هر جامعه برای بقاء خود، امنیت پایدار و دفاع مقتدرانه و بازدارنده است. برای این منظور در این پژوهش به بررسی آمایش امنیتی-دفاعی در سواحل جنوبی استان‌های هرمزگان و سیستان‌وبلوچستان پرداخته‌شده است. هدف از این پژوهش شناسایی شاخص‌های سنجش آمایش امنیتی-دفاعی و همچنین اولویت‌بندی وضعیت موجود بر مبنای شاخص‌های موردنظر در محدوده موردمطالعه است. روش پژوهش توصیفی- تحلیلی و کاربردی است. داده‌های موردنیاز از اسناد آمایش سرزمین، مرکز آمار ایران، تصاویر ماهواره‌ای و مطالعات میدانی جمع‌آوری‌شده است. برای سنجش آمایش امنیتی-دفاعی محدوده موردمطالعه از 53 شاخص در ابعاد مختلف طبیعی، زیست‌محیطی، فرهنگی، اجتماعی، اقتصادی، نظام سکونتگاهی و زیرساختی استفاده‌شده است. برای تحلیل داده‌های پژوهش از مدل واداس استفاده‌شده است. یافته‌های پژوهش نشان داد که آمایش امنیتی – دفاعی لازمه نگاه یکپارچه و نظام‌مند به تهدیدهای طبیعی و انسانی موجود در داخل و خارج مرزهاست. کمی‌سازی و مدل‌سازی عناصر مؤثر بر آمایش دفاعی- امنیتی در محدوده موردمطالعه، نشان داد که ریشه‌های امنیت پایدار و دفاع مقتدرانه در عناصر و مشخصه‌های جغرافیایی و ویژگی‌های انسانی نهفته است؛ همچنان که مطالعه ویژگی‌های جغرافیایی و اجتماعی-اقتصادی سواحل جنوبی هرمزگان و سیستان و بلوچستان نشان داد عدم وجود امنیت پایدار و نحوه دفاع از سرزمین با نبود تعادل در توسعه و عقب‌ماندگی برخی از معیارها و شاخص‌های موردنظر  همراه بوده است.
