چکیده
در دوره پهلوی، تلاشهای هدفمندی برای نوسازی و توسعه ایران با حضور دولت و نیروهای اجتماعی صورت گرفت. در پژوهشهایی که در این باره انجام شده، بیشتر بر نقش دولت و درآمدهای نفتی در فرایند توسعه تأکید شده است. نقش نهادهای دولت در فرایند توسعه قابل انکار نیست اما نیروهای اجتماعی توسعه گرا نیز نقش ایجابی مهمی در فرایند توسعه ایفا کردند. رابطه ی دولت و نیروهای اجتماعی و تأثیر این رابطه در پیشبرد نوسازی و توسعه در دوره پهلوی پرسش اصلی این مقاله است. به باور ما «دولت پهلوی به عنوان یک دولت توسعهگرا، با جلب همکاری نیروهای اجتماعی حامی توسعه بویژه روشنفکران، طبقه متوسط جدید و نخبگان ابزاری و بوروکراتها، توانست مخالفان توسعه را تضعیف کند و در پیشبرد توسعه موفق شود. اما بروز شکاف میان این نیروهای اجتماعی حامی توسعه و دولت و رویگردانی آنها از دولت مستقر، به سقوط دولت و توقف فرایند توسعه در پایان عمر پهلوی منجر شد». چارچوب نظری این مقاله نظریه »دولت توسعه گرا»ی لفتویچ است که با نگاهی نقّادانه از آن بهره جسته ایم. داده های مورد نیاز مقاله به شکل اسنادی- کتابخانه ای گردآوری و تجزیه و تحلیل شدهاند.
