راهبرد بهره برداری بهینه از انرژی های فسیلی در توسعه استان های مرزی (مطالعه موردی: استان ایلام)

چکیده

مرز و بویژه توسعه در سکونتگاههای مرزی در هر کشوری از ابعاد مختلفی حائز اهمیت بوده و از فاکتورهای دوام و قوام هر کشوری محسوب میشوند این مهم با در نظر گرفتن موقعیت ژئوپلتیکی و ژئوکالچر ایران و بویژه با وجود منابع و ذخائر طبیعی موجود در بیشتر استانهای مرزی، اهمیت ژئواکونومیک و استراتژیک این مناطق را افزون نموده و بر مسئولیت دولت و نظام ایران مبنی بر تامل بیش از پیش جهت توجه به توسعه همه جانبه در این استانها تاکید دارد. ازجمله می‏توان به استانهای کرمانشاه،ایلام ،خوزستان ،بوشهر،هرمزگان و...اشاره نمود که مرزو پهنه وسیعی را از غرب تاجنوب کشور را شامل می‏شوند . استان ایلام نیز که از جمله استانهای دارای بیشترین ذخایر انرژی فسیلی در سطح کشور می‏باشد ، متاثر از موقعیت جغرافیائی به عنوان یک استان محروم و فاقد توسعه وکم برخوردار به شمار رفته در حالی که یکی از راهکارهای برون رفت این استان از بحران‏های اقتصادی و عدم توسعه یافتگی ، مدیریت و بکارگیری انرژی‏های فسیلی می‏باشد . در این زمینه تحقیق حاضر با روش توصیفی-تحلیلی و کاربردی به بررسی وارزیابی اثر بخشی بکارگیری انرژی‏های فسیلی در توسعه شهرستان‏های استان ایلام پرداخته است . در راستای بررسی اثر بخشی بکارگیری سوخت‏های فسیلی در توسعه شهرستان‏های استان ایلام و بر مبنای مدل تاپسیس ، نتایج تحقیق نشان داد که در این زمینه شهرستان ملکشاهی با 17/16 درصد ، شهرستان دهلران با 74/12 درصد ، شهرستان سیروان با 03/11 درصدو شهرستان‏های ایلام و ایوان هر کدام با 08/10 درصد از جمله شهرستان‏هایی می‏باشند که توسعه انرژیهای فسیلی در محدوده آن‏ها و سطح استان می‏تواند در توسعه این شهرستان‏ها را به همراه داشته باشد ، در زمینه سایر شهرستان‏ها نیز توسعه انرژی‏های فسیلی نقشی در توسعه آن‏ها نخواهد داشت.
