تبیین دکترین پیرامونی رژیم صهیونیستی اسرائیل در قفقاز و آسیای مرکزی (با تاکید بر آذربایجان و قزاقستان)

چکیده

رژیم صهیونیستی اسرائیل از دهه 1960 سعی کرد که با دکترین اتحاد پیرامونی از انزوای ژئوپلیتیکی خارج‌شده و به ارتباط با سایر کشورها اقدام کند. در این میان مناطقی نظیر مدیترانه، شمال آفریقا، قفقاز و آسیای مرکزی در اولویت اسرائیل قرار گرفت. در این پژوهش با شیوه توصیفی - تحلیلی به بررسی دکترین پیرامونی اسرائیل در منطقه قفقاز و آسیای مرکزی به عنوان دو حوزه­ی ژئوپلیتیکی مهم در شمال ایران پرداخته‌شده است. نتایج حاصل از پژوهش که اکثرا از متون و وب­­سایت­های معتبر خارجی استخراج‌شده است نشان می­دهد که دکترین پیرامونی اسرائیل علی­رغم شروع خوب، نتوانست مشارکت­های منطقه­ای پایدار با پنج کشور (قرقیزستان، تاجیکستان، ارمنستان، ازبکستان و ترکمنستان) ایجاد کند. در نقطه مقابل دکترین پیرامونی اسرائیل در آذربایجان و قزاقستان نسبت به این پنج کشور تا حدودی موفقیت­آمیز بوده است. در این راستا محرک­های اصلی رژیم اسرائیل برای روابط با آذربایجان و قزاقستان نشان­دهنده نتایج یکسانی می­باشد نظیر تامین منابع انرژی (40 درصد از آذربایجان و 15-25 درصد از قزاقستان)، وجود دو کشور با جمعیت اکثریت مسلمان و ساختار لائیک و استفاده از این اهرم، استفاده از کشور ایالات متحده آمریکا و لابی­های خود در کنگره این کشور برای روابط با آذربایجان و قزاقستان، فروش تسلیحات و همچنین هم­مرز بودن این کشورها با ایران و استفاده نظامی و سایبریک از این ظرفیت در راستای استراق سمع.
