بررسی مسیرهای علّی شکنندگی دولت‌ها در آسیای مرکزی بر‌اساس «منطق فازی»

چکیده

مفهوم شکنندگی دولت ازجمله کلیدواژه‌هایی است که در دوران پس از جنگ جهانی دوم و به­ویژه پس از پایان جنگ سرد، در علوم سیاسی مورد توجه قرار گرفت. آسیای مرکزی نیز از جمله مناطق جغرافیایی بوده است که دیدگاه­ها و تحلیل‌های فراوانی را درباره دولت‌های موجود در این منطقه و شکنندگی آنها برانگیخته است. اما بایست توجه نمود که مسیرهایی که منجر به شکننده شدن دولت‌ها می‌شوند،یکتا نبوده و می‌توان الگوهای متفاوتی را از مسیرهایی که به شکنندگی دولت‌ها منتهی می‌شوند، متصور شد. سؤال اصلی تحقیق حاضر، اول این است که «وضعیت شکنندگی دولت‌های آسیای مرکزی چگونه است؟» و دو دیگر اینکه، «ویژگی مسیرهای علّی‌ای که به شکنندگی دولت‌های آسیای مرکزی منتهی می‌شوند، چیست؟». با توجه به ماهیت اکتشافی سؤال اصلی تحقیق نیز، فرضیه‌ای ارائه نشده و به تفسیر نتایج پرداخته شده است. برای پاسخ به سؤال‌های مورد نظر، با سود جستن از منطق فازی، مسیرهای علّی‌ای که از ترکیب چندین عامل ایجاد می‌شوند، مورد بررسی قرار گرفته است. نتیجه بررسی نیز نشان می‌دهد که 5 دولت در کشورهای آسیای مرکزی جزء دولت‌های شکننده هستند و 5 مسیر علّی را در میان آنها می‌توان مورد شناسایی قرار داد. همچنین در میان عوامل موجود در میان این مسیرهای علّی، عدم مشروعیت دولت و وجود گروه‌های متعارض را می‌توان به‌ عنوان شروط ناکازم شکنندگی دولت‌های آسیای مرکزی، شناسایی نمود.
